SERVICE CHARGES · NETHERLANDS
Extra service charges. Does the calculation add up?
A high bill is not proof of an error. First compare the billing period, advance payments and calculation of your share. Then ask specific questions about what needs explaining or correcting.

This guide concerns Dutch residential service charges. The Huurcommissie describes an annual statement before 1 July for the previous calendar year. If it is missing, request it in writing first. If you have it, identify the specific items you dispute.
Your own energy supplier’s bill, a municipal tax demand or a change to basic rent is a different matter. Do not reuse this template unchanged for those cases or for another country.
Five things to compare
- Period: does it cover the right year and your occupancy?
- Advances: are all your relevant payments included?
- Items: do you recognise the description and tenancy arrangements?
- Allocation: can you see how shared costs were divided?
- Evidence: which invoices, meter readings or calculations need explaining?
Mark each unclear line and write your question beside it. Send only relevant payment records, hiding your balance and unrelated transactions.
Example: one advance payment is missing
Fictional situation: Sam paid twelve monthly advances of €100, totalling €1,200. The statement shows €1,350 in costs but only €1,100 in advances, producing a €250 demand. If all twelve payments belong to this period, the difference is €150. Sam asks for the missing €100 to be included. This does not establish that the €1,350 cost total is correct.
Sample letter requesting clarification and correction
This original example needs your facts. Name the disputed items rather than saying only that the bill is expensive. Check whether a Dutch version would be more suitable for your landlord.
To: [landlord or managing agent] From: [name and rented property address] Date: [date] Subject: service charge statement [year / reference] Dear Sir or Madam, I received your statement for [period] on [date]. Please explain and, where necessary, correct the following points: 1. [Charge or advance payment]: [what appears missing or incorrect, and why]. 2. [Another item, if relevant]: [specific question]. My payment records show €[amount] in advances, while your statement lists €[amount]. I attach [relevant evidence]. Please provide a breakdown and supporting information for [items], including the calculation of my share. If the statement is incorrect, please send a revised version. Please respond in writing within three weeks. Please also confirm how you will handle the payment requested while you investigate these points. Kind regards, [Name] Attachments: [summary and relevant evidence]
Remove the paragraph about advances if there is no discrepancy. Check the recipient, amounts and attachments. Briefhelder does not send the letter or start proceedings.
If the dispute remains unresolved
The Huurcommissie gives the landlord three weeks to respond to your specific concerns. Keep the letter and delivery evidence, then check the procedure that applies to your tenancy.
For a private-sector tenancy agreed before 1 July 2024, the Huurcommissie describes advice based on a written agreement with the landlord, either in the contract or made later. Do not assume every tenant has the same binding procedure. Check the sector, contract date and current conditions.
A clarification request does not automatically extend a payment or filing deadline. If a final deadline is close, consult the procedure rules or qualified help promptly instead of automatically waiting three weeks. A reduced bill is not guaranteed.
If charges are deducted from your deposit, see Dutch rental deposit not returned. If you have no statement, you can request one yourself without purchasing anything.
